COVID-19 State Assistance Guide

For all states: 

The CDC has officially extended a nationwide moratorium on residential evictions through March 31, 2021. Any qualified tenant unable to make a rent payment due to pandemic-related financial hardship must provide a signed declaration to the landlord in order to qualify for the moratorium. 

In addition, some states prolonged a halt on evictions.

Alabama

State programs have been introduced to help small businesses and non-profit organizations to get through the coronavirus pandemic. The loans provide economic support to small businesses to help overcome the financial crisis. This website was created for those seeking help or people who want to volunteer.

A new eviction ban went into effect on September 4, 2020. It will last until December 31, 2020.

Alaska

Governor Mike Dunleavy re-confirms that they are doing everything possible to protect the health and safety of the citizens. No evictions and foreclosures are allowed during the next 60 days in regards to the 13,000 Alaskans who receive rental assistance.  There are also agencies across the state that offer rental assistance.

The state eviction moratorium expired on June 30, 2020, but the new eviction moratorium extended through December 31, 2020.

Arizona

Due to the Short-Term Crisis Program, low-income families are provided with financial assistance. To apply for this type of assistance, an applicant must meet certain requirements.

Recently the Governor met with representatives from utility services, banks, internet providers, landlords and more to ensure Arizonans don’t see critical services shut off and are allowed to remain in their homes. You can read more here.

Homeowners impacted by the coronavirus crisis are encouraged to contact their mortgage services.

Evictions across the state are delayed until July 23, 2020. A moratorium on residential evictions is extended until October 31, 2020.

Arkansas

Arkansas encourages landlords to reduce rent for tenants with low income. Also, tenants can receive help with utility bills.

California

The executive department of California took measures to maintain public health, promote social distancing and freeze evictions. 

Read the specific order and check out additional helpful information on rental help in the state of California. The California Apartment Association sponsored a legislative proposal that would help landlords and tenants who are facing financial hardship.

According to a new order, no tenant who has faced financial hardship during the pandemic can be evicted before February 1, 2021.

UPDATE: Eviction moratorium is extended through June 30, 2021.

Colorado

In Colorado, property owners are encouraged to create a payment plan for the tenants who are not able to provide the full payment, waive late fees, avoid rent increases and stop evictions by the end of April. More information on Colorado Housing and COVID can be found here.

According to the latest order, the tenants who meet certain criteria cannot be evicted until November 20, 2020.

Connecticut

In order to help homeowners and renters, a 60-day moratorium on foreclosures and eviction has been developed. Also, homeowners get a 90-day pass on mortgage payments according to this article.

An executive order issued on June 29 has extended the residential eviction moratorium to August 25, 2020.  Also, homeowners get 90-day pass on mortgage bills according to this article.

UPDATE: A new executive order has extended the eviction moratorium to April 19, 2021.

Delaware

Governor John Carney, together with the Housing Authority, established a new program to provide assistance to the tenants affected by shutdowns. Moratorium on evictions has also been enacted. Governor Carney declared a State of Emergency starting on March 13, 2020, and issued ten modifications. Read more about the latest updates here.

A recent executive order protects tenants from evictions until December 31, 2020.

Florida

In Florida, emergency loans are available to small businesses amid the COVID-19 pandemic.

The ban on evictions expired on October 1, 2020.

Georgia

Business emergency loans are available for small businesses while there is no moratorium on evictions.  However, an online petition has garnered more than 24,000 signatures urging Republican Gov. Brian Kemp to issue a moratorium on evictions during the pandemic.

Georgia landlords who received stimulus checks are prohibited from evicting tenants until July 26, 2020.

Hawaii

All the evictions are banned during the pandemic and the moratorium has been prolonged by Governor David Ige. Though the Hawaii Public Housing Authority is closed to the public, you can still reach out for assistance. 

The moratorium on evictions has been extended until November 30, 2020.

UPDATE: The moratorium on residential evictions is extended for another 60 days, expiring on April 13, 2021.

Idaho

In Idaho, foreclosure sales as well as evictions have been postponed until June 1. For homeowners,  relief programs on mortgage payments are expected.

Illinois

The Federal Housing Finance Agency has suspended foreclosures and evictions for enterprise-backed mortgages. Multifamily homeowners will get mortgage forbearance if they postpone the evictions for tenants who are unable to provide rent payments. 

The moratorium on residential evictions is extended through November 14, 2020.

Indiana

An executive order prohibiting evictions and foreclosures has been issued in the state. Find more information on where to turn for financial help to pay rent, mortgage, and other bills during the COVID-19 pandemic.

Iowa

In Iowa, all foreclosures and evictions have been temporarily suspended across the state. The order refers to residential, commercial, and agricultural property.  Also, the CARES Act has imposed a moratorium on charging late fees for most of the properties.

Kansas

Governor Kelly announced an executive order to temporarily ban evictions and foreclosures and decided to help property owners with mortgage payments.  

A new executive order states that the eviction moratorium is extended until January 26, 2021.

Kentucky

Kentucky homeowners are still required to provide mortgage payments if they are not affected by COVID-19. In case they experience financial difficulties, they should reach out for assistance

Louisiana

Maine

Eviction hearings are postponed until May 1st. After May 1st, the landlord has to provide 7 days’ notice before the hearing can proceed.

Some residential evictions are halted through December 31, 2020.

Utility services are still available for all the citizens even for those who are unable to provide payments during the pandemic.

Maryland

An executive order was issued on March 16. According to the order, all evictions are prohibited to help tenants who have lost income due to COVID-19. Find Rental Assistance Programs here.

Massachusetts

A moratorium on evictions and foreclosures is established during the COVID-19 emergency declaration. You can get acquainted with the act here.

Michigan

Governor Gretchen Whitmer signed an executive order allowing tenants to remain in the property during the pandemic even if they are unable to provide rent payments. The courts are also obliged to delay eviction-related proceedings. On April 17, the Governor signed a new executive order regarding the moratorium on evictions during the coronavirus pandemic.

A recent executive order has extended the eviction moratorium until July,15 2020.

Minnesota

An executive order suspended evictions and foreclosures during the public health emergency. Tenants and homeowners are still required to make payments. But late fees cannot be charged for 60 days. More info on COVID and Minnesota Housing is available here.

By the governor’s order, a temporary moratorium on evictions is in place until November 12, 2020.

Mississippi

The Mississippi Apartment Association asked homeowners to assist tenants who are getting through hard times during the COVID-19 emergency. It suggests waiving late fees and establishing partial payment plans. Mortgage forbearances might be also available to rental owners. 

Evictions resumed on June 1, 2020.

Missouri

Jackson County judge suspended evictions for 30 days during the coronavirus pandemic, but there is no statewide moratorium on evictions yet.

Montana

A moratorium on foreclosures and evictions is extended through May 24. The Federal Housing Administration announced a foreclosure and eviction moratorium for all FHA-insured mortgages for 60 days. 

Nebraska

Nebraska Governor Pete Ricketts signed an executive order providing relief from eviction to the residents affected by COVID-19. More information on rental assistance can be found here.

Eviction moratorium expired on May 31, 2020.

Nevada

Gov. Steve Sisolak has announced a moratorium on evictions for both residential and commercial tenants for the duration of the state of emergency. You can find more helpful resources here.

On June 25 Gov. Steve Sisolak signed a directive to lift the moratorium on evictions.

New Hampshire

There is a ban on evictions and foreclosures across the state during the pandemic. Landlords are not allowed to evict tenants who have been affected by the health crisis. Rental inspections can still be conducted, but with the necessary precautions taken.

New Jersey

The eviction moratorium will last until two months after Gov. Murphy declares an end to the coronavirus crisis.

UPDATE: Gov. Murphy has extended the moratorium on evictions until March 20, 2021.

New Mexico

Both state and private companies have taken measures to help citizens who are experiencing financial difficulties amid the Coronavirus pandemic. You can get more general information here.

New York

In the state of New York, some mortgage payments have to be waived for the next 90 days starting March 19. The courts stopped all evictions. Tenants who are unable to pay rent can apply to get benefits for emergencies.

According to the latest governor’s order, the moratorium on residential evictions is extended until January 1, 2021.

UPDATE: By submitting a Hardship Declaration form, tenants can be protected from evictions until May 1, 2021.

North Carolina

The courts stopped all evictions and foreclosures for 30 days starting March 13. More information on rental housing can be read here. You can keep track of responses and resources affecting the housing stability of North Carolinians by following this link.

Eviction moratorium stopped on June 20, 2020.

North Dakota – 

The North Dakota Supreme Court has suspended until further notice all residential evictions in the state due to circumstances surrounding the coronavirus pandemic. North Dakotans are encouraged to talk to their mortgage servicer or landlord regarding the inability to make a mortgage or rent payment. More updates can be found here.

Ohio

Gov. Mike DeWine signed an executive order providing assistance to small businesses with mortgage and rent payments, urging landlords and lenders to suspend payments for at least 90 days. Check out all the relief programs across the state by following this link.

Oklahoma

Residents can apply for protection from residential evictions, but there is no state moratorium. Any other information on COVID-19 can be found here. 

Oregon

The eviction moratorium is extended until December 31, 2020.

UPDATE: The eviction moratorium across the state is extended until June 30, 2021. A tenant should provide a written declaration of financial hardship to receive protections.

Pennsylvania

In this state, the ban on evictions expired on August 31, 2020.

Rhode Island

An eviction moratorium has been extended until May 17, 2020 in the state of Rhode Island.

Eviction hearings resumed on June 1. Find more resources here.

South Carolina

An executive order postpones all eviction proceedings until May 1, with a few exceptions. This might help the tenants who may have lost their jobs and cannot provide rent payments due to the public health crisis. Here are more steps that are being taken.

Eviction hearings continue to take place starting May 15.

South Dakota

Small businesses that have been impacted by the coronavirus pandemic, can receive financial assistance. 

Tennessee

In Tennessee, if you’re badly affected by the coronavirus pandemic (e.g. you’ve lost your job or 50% of your income), you can apply for financial assistance and be eligible for extra cash. 

Eviction processes can be resumed on June 1.

Texas

The Supreme Court of Texas amended a previous order that banned evictions until April 19 to extend that period through June 1. If you happen to need assistance, you can find useful contacts here.  More COVID-19 information can be found here.

A moratorium on evictions for government-assisted housing has been prolonged until July 24.

Utah

Utah Gov. Gary Herbert announced a moratorium on evictions for the next month, to help residential tenants who can’t pay rent due to the impacts of COVID-19. Utah offers deferment plans for tenants financially impacted by the coronavirus crisis. It’s suggested that landlords establish a procedure of how to deal with tenants that have problems paying rent due to the pandemic.

Evictions resumed on May 15.

Vermont

The Senate has approved a measure to freeze evictions and foreclosures.  Evictions across the state are banned until November 15, 2020. Updated information on potential rental assistance can be found here

UPDATE: Evictions are halted until the end of the current state of emergency (at present, the end date is set to March 15, 2021).

Virginia

Washington

According to the latest governor’s order, a moratorium on residential evictions has been extended through December 31, 2020.

Washington D.C.

The court has suspended all evictions and foreclosures. Landlords are encouraged to assist residents impacted by the financial crisis. D.C. Council unanimously passed its second emergency COVID-19 relief bill, a measure that establishes a rent freeze and mortgage payment deferrals.

West Virginia

Wisconsin

Tenants are encouraged to contact their landlord if they are unable to pay rent  

There is currently a moratorium on evictions and foreclosures through May 26, 2020.
