Kentucky Emergency Rental Assistance Programs

Kentucky
ERAP Treasury Programs:

Funding from the U.S. Treasury was sent to three Kentucky jurisdictions – the state of Kentucky, Lexington-Fayette Urban County Government, and Louisville-Jefferson County Metro Government. All three programs will offer the same rent assistance to approved applicants – 100 percent of past-due rent, dating back to April 2020, and up to three months of future payments.

  • Housing Stabilization Partnership Program (COVID Relief): Fayette County

As Fayette County begins to rebound from the impacts of COVID-19, the Lexington-Fayette Urban County Government has established a Housing Stabilization Program to minimize trauma and crisis caused by lack of secure housing. This program will also reduce evictions, allow landlords to get substantial payments for back rent, reduce the potential spread of COVID-19 by allowing individuals and families to practice Healthy at Home, and reduce the impact on the homeless service delivery system.

Kentucky CARES+ Programs:

Governor Andy Beshear signed Executive Order 2020-700, dedicating $15 million in federal Coronavirus Relief Funds for a Healthy at Home Eviction Relief Fund. The fund is a statewide effort to prevent Kentuckians from facing eviction and to allow landlords to realize substantial payments for back rent. It will allow tenants to remain healthy and housed throughout the COVID-19 pandemic.

The City of Henderson Community Development Department has initiated a COVID-19 Rental Assistance Program. The funding for the program, in the amount of $25,000, was awarded by the federally funded Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to the City’s Community Development Block Grant (CDBG). This program will offer rental assistance to eligible low-income renters living in the “City of Henderson” who are in arrears payable to landlords to avoid eviction with maximum assistance up to three months with a maximum cap of $1,500 per terms of tenant’s rental lease/agreement for rent from April 2020 onward.

Louisville’s Office of Housing recently announced a COVID-19 eviction prevention fund, supported by $21 million in CARES Act funding. The fund, which will pay for up to three months of rent for households facing COVID-related delinquencies, may only be used to pay rent and will make payments directly to the property owner or landlord.

  • One Louisville COVID-19 Response Fund

The City of Louisville has created an $500,000 emergency fund to deploy resources to residents impacted by COVID-19. The fund will provide funding for rental assistance, child care assistance, transportation aid, food access, utility assistance, pharmaceutical needs and other.

The City is providing a $150,000 Low Income Rental Assistance program for individuals who reside in the City, offering to cover up to three months rent for those who earn less than 80% of the area median income for their household size.
